SPECIAL BOARD MEETING

JANUARY 12, 2007

PENDER PUBLIC SCHOOL BOARD OF EDUCATION

SPECIAL MEETING

January 12, 2007 – 7:00 a.m.

The Pender Public School Board of Education held a special meeting at Pender Public School in Room 111 on Friday, January 12, 2007, to appoint someone to fill the vacancy on the board of education as a result of Franklin Fendrick’s resignation.  President Connie Felber called the meeting to order at 7:25 a.m. with the following members present:  Connie Felber, Robert McQuistan, Matt Peters, J.J. Maise and Dan Wichman.  Absent:  None.  Also present was Recording Secretary Barb Preston.  Visitors:  Rusty Bartlett and Norvin “Fuzz” Hansen.

President Felber notified those present that as of July 1, 2006, Nebraska Statute 84-1412(8) requires that the public be informed about the location of posted information regarding the Open Meetings Act and drew their attention to the copy posted in the meeting room and accessible to all members of the public.

President Felber reviewed the agenda as presented, affirmed that every board member had received notice of the meeting and that the meeting had been published.  The agenda was accepted as presented.

Fuzz Hansen asked the board members why the special meeting to appoint a board member was being held so quickly, when the board had 45 days to fill the vacancy.  He further inquired as to why the matter was tabled from the agenda for the regular January 8th meeting to be considered at a special meeting on January 12th.  President Felber explained that the new board wanted to give patrons one more opportunity to express interest in the position and that is why they tabled the issue during the January 8th meeting.  In addition, board members shared that the upcoming appointment was known by the public since November and board members felt that it would be beneficial to board transition and development to have a full board prior to their January 27th retreat.

President Felber listed names of the people who submitted written applications for consideration as a possible board member.  Those people were:  1) Kathi Siebrandt; 2) Jaima Geisert; 3) Lavennia Coover; and 4) Jean Karlen.  President Felber asked board members for nominations from the floor for additional consideration.  There being none, President Felber asked for discussion on the four candidates.  All board members shared support for the candidates and reasons why one person may better fill the position than another.  It was agreed that a written ballot would be cast and counted by Recording Secretary Barb Preston and either Fuzz Hansen or Rusty Bartlett.  After the tally was completed the name of the person receiving the most votes would be announced to the board members at which time President Felber would entertain a motion for appointment.  If the tally resulted in a tie, the low vote getter’s names would be removed and discussion would be held on the two names receiving the same number of votes.  Ballots were cast, counted and it was reported that Jean Karlen and Jaima Geisert each received two votes.  Additional discussion was held, a second ballot was cast and counted which resulted in Jean Karlen receiving four votes.  President Felber asked for a motion

Motion was made by Maise, seconded by Wichman to appoint Jean Karlen to the available seat on the board of education to complete the term of Franklin Fendrick who had resigned.  President Felber stated the motion and the result of roll call vote being all ayes, motion carried.

President Felber stated that the oath of office would be administered at the board retreat scheduled for Saturday, January 27, 2007, at 8:00 a.m. in Room 111 at Pender Public School

Moved by Wichman, seconded by Peters to adjourn.   President Felber stated the motion and the result of the vote being all ayes the meeting was adjourned at 8:00 a.m. by acclamation.
